xnsw1.ini missing

Hi,

I got a question from someone I advised two years ago to use Xnote.
He asked how he could change the time that the clock counter is frozen.

The answer I gave him was:
Goto section [Display].
Define or change flashtime ( time is in milli seconds, default value is 150)
Flash=500

So far so good.
But he told me he could not find xnsw1.ini at all.
I told him it should be in:
[Drive]:\Documents and Settings\[User]\Application Data\XNote Stopwatch\xnsw1.ini

If xnsw1.ini can not be found there any ideas why not (... Is it a hidden file, can it not be created, etc....)
